10 criminal cases disposed off by Lok Adalat

ITANAGAR, Dec 7: West Siang District Legal Services Authority on Saturday conducted National Lok Adalat and disposed off 10 criminal cases out of 35 cases taken up at District Keba Dere, Aalo.

In the inaugural session of the Lok Adalat, Tamik Talom, ADC-cum-Member Secretary, West Siang District Legal Service Authority highlighted the concept and significance of conducting such Lok Adalat.

He encouraged the participants in particular and people of West Siang district in general to avail advantages of cheap and quick justice delivery system through Lok Adalat. The bench comprising Tage Halley, CJM-cum-CJ (Sr. Divn.) as Presiding Officer and members Advocate Todak Ado, Minrik Noshi, Taji Tajom and Hoksum Ori, NGO representative took part in the day-long proceeding. The rest of the cases could not be disposed off due to absence of complainant/accused or both or non agreement of the parties to settle the cases in the Lok Adalat.

 

Society seeks action against ITBP personnel

ITANAGAR, Dec 7: Tagin Cultural Society has expressed shock at reported making and circulation of an explicit video clip involving an ITBP personnel and a local girl from Upper Subansiri.

The Society stated that the minor girl was coerced into having a sexual relationship by the ITBP personnel.  The victim is a minor so she could not have possibly given her consent for the act, the Society said.

The ITBP constable Ashok Kumar Shippy was till recently posted at Tamachukchu, Limeking.  

It also expressed its annoyance at the Upper Subansiri Superintendent of Police for not taking up the case sou moto. It urged the Daporijo Police to arrest the culprit at the earliest.

 

Talar to lead state’s badminton team in NE sports competition

ITANAGAR, Dec 7: State’s ace badminton player Laa Talar will lead the state’s 10-member badminton team in the National Level North East Zone Sports Competition beginning here on December 10, informed Arunachal State Badminton Association secretary Bamang Tago.

The team comprised of five men and equal number of women players.

 

APHPM&PB board meeting held

ITANAGAR, Dec 7: The second board meeting of Arunachal Pradesh Horticulture Produce Marketing and Processing Board (APHPM&PB) was held in the chamber of its chairman Kipa Niya at Naharlagun on December 5 last.

Speaking on the occasion, Director Agriculture-cum-member Hage Kano suggested that Arunachal having high potential in producing kiwi fruit, the Board should take up awareness programme for cultivation amongst the farmers in districts like Lower Subansiri, West Kameng, West Siang, Upper Siang and Anjaw which are climatically suitable for kiwi cultivation so that socio-economic condition of those areas is improved.

Niya, while delivering the keynote address advised the Board members to put their all-out efforts for the upliftment of the Board. He said that Arunachal Pradesh has high potential in horticulture sector and it is likely to become a horticultural hub of North East region in the days to come.

At present, Arunachal Pradesh is the highest kiwi grower in India and it is no more exotic fruit because of huge production in Arunachal.

He said the horticultural produces in the state is tremendously increasing year by year but farmers are facing acute problem in marketing their produces due to lack of marketing infrastructure which discourages the farming community.

He felt that main problem lie in the marketing sector which needs serious attention. In this regard, he said, the Govt, should allocate more funds to marketing board for taking up urgent infrastructure requirements for the welfare of the farming community. He also agreed upon the proposal for setting up of Kiwi Wine Factory in Itanagar/Naharlagun and directed the Board to prepare DPR for onward submission to the government for obtaining approval sanction.

Joint Secretary Finance-cum-member, Tara Talo suggested that the Board should take up innovative projects which will benefit the poor and marginal farmers in marketing their produces. He also suggested that any project should directly benefit the farming community as well as state government in terms of revenue.

President, Arunachal Chamber of Commerce and Industry-cum- member Techi Lala opined that Arunachal Pradesh being the largest kiwi grower in India should establish one Kiwi wine factory/ winery in Itanagar.

‘For production of “Arun Kiwi Wine” in Hill Crest Foods & Beverages Pvt. Ltd Pune Maharashtra involves huge amount for transportation of kiwi fruits. Therefore, it would be better if winery is set up in the state to avoid revenue losses,’ said CN Mannoi Deputy Registrar of Cooperative Societies-cum-member.

Member Tarh Loram called for to rigorous persuasion for allotment of sufficient fund in the marketing board so that minimum required marketing infrastructures can be created for the welfare of the farmers.

 

97 turn up for Cataract surgeries

CHANGLANG, Dec 7: A total of 97 eye patients were operated upon for cataracts out of the 119 cases detected in the four days eye camp, organized by the Central Mobile unit of National Programme for Control of Blindness (NPCB), Naharlagun in collaboration with District Blindness Control Society Changlang, at Bordumsa CHC of Changlang district today.

A team of surgeons comprising Dr. Taba Khanna, SPO (NPCB), Dr Lobsang Tsetim, Consultant Eye Surgeon, RK Mission Hospital and Dr. Chowdim Tayang, Eye Sugeon, District Hospital Roing conducted the eye camp.  The team also carried out 11 Pterygium surgeries and three cases of lid surgeries.

In total 855 patients were screened and refractive errors and Presbyopic correction were done among 389 patients.

The team was assisted by ophthalmic assistants and technicians from Changlang District Hospital, CHCs Miao and Bordumsa, CMU Naharlagun.

Earlier, the eye camp was inaugurated by Bordumsa ZPM T Singpho and ADC T Miji.

The patients belonging to poor section of the society have benefited most from the camp as they cannot afford to go for such eye treatments in costly nursing homes and hospitals. DIPRO

 

AoL prog at Roing

ROING, Dec 7: The second phase of the Art of Living (AoL) programme conducted by the district police department as part of community policing, concluded at the Multipurpose hall here today.

The week-long programme was designed and conducted for the students of Government Higher Secondary School Roing, general public and police personnel.

"The main purpose of the programme was to create general awareness on drug and alcohol abuse and to try and help the addicts to stop abusing such substances", said Lower Dibang Valley SP Rajneesh Gupta.

The second phase of the AoL programme was conducted by Police department on public demand after the first phase of the programme received overwhelming response, informed DSP (Hq) Habung Hailyang.

The SP informed that the Roing police department plans to conduct such programmes on a regular basis.

 

Cleanliness drive at Sagalee

Most CMs favour restructuring of Planning Commission, Tuki opposes disbanding

NEW DELHI, Dec 7: A meeting called by Prime Minister Narendra Modi to discuss the future of the Planning Commission today saw most Chief Ministers favouring restructuring of the Soviet-era body but there was no consensus on disbanding the existing set-up.

At a unique conclave of Chief Ministers called by Prime Minister Modi to replace the Planning Commission here today saw a consensus that more power and planning should be devolved to states, but Congress strongly opposed dismantling of the existing 65-year-old body established by Jawaharlal Nehru.

Following up on his Independence Day announcement from Red Fort that the Planning Commission would "soon" be replaced by a "new institution", Modi was with Chief Ministers for nearly seven hours at his residence deliberating on what should be the future shape of the body.

Modi pushed for an effective structure, which strengthens "co-operative federalism" and the concept of 'Team India', and even cited his predecessor Manmohan Singh, saying he too had said on April 30 this year that the current structure has "no futuristic vision in the post-reform period".

Except Chief Ministers of West Bengal, Mizoram and poll-bound Jammu and Kashmir and Jharkhand, CMs from all other states attended the meeting where Finance Minister Arun Jaitley and Home Minister Rajnath Singh were also present.

Briefing the media, Jaitley later said there was a "larger consensus" that the "context" has changed and there is a "need to decentralise both power and planning".

Noting that "there cannot be a universal scheme that suits all states," he said "it is a fallacy that one size fits all in case of implementation of central schemes".

The strategy should be to empower the states to enable them to meet their own specific needs, he said.

He gave no timeline about when the new body will be announced, saying the Centre will take a "considered view after consultations are over. However, there were indications that the shape of the new structure, which could also see the involvement of the private sector, may be firmed up by January 26 next year.

Congress Deputy Leader in Rajya Sabha Anand Sharma told reporters that dismantling the Planning Commission would be "unwarranted, shortsighted and dangerous" as it will have long-term adverse effect on Centre-state relations.

He said the Planning Commission needed a "reorientation" and not "political burial".

The Prime Minister said the question of role, relevance and restructuring of the Planning Commission had been repeatedly questioned for more than two decades.

Underlining that it was impossible for the nation to develop unless states develop, he told the meeting that the process of policy planning needs to change from "top to bottom" to "bottom to top".

The states should have a key role in the new body, Modi said, adding that "states sometimes feel there is no platform to express their views...there should be an effective mechanism to address inter-state disputes."

"Can we develop a new mechanism that plans according to India's strengths, empowers states, and brings on board all economic activity, including that which happens outside the Government," he asked while setting the tone for the meeting.

Pushing for "co-operative federalism", he said the current global scenario offered a chance for India to take a big leap forward. This, he added, was possible by formulating a suitable replacement to the Commission with a view to suitably harnessing the strengths of the country.

At the meeting, Congress-ruled states supported the idea of revamping the Planning Commission set up in 1950 but disfavoured its scrapping as they felt it can be "evolved".

However, NDA states and some of those ruled by parties like AIADMK and TRS wanted immediate disbanding of the Planning Commission.

Opposing the move to disband the Planning Commission, Arunachal Pradesh Chief Minister Nabam Tuki described the body as a single window for small states to air grievances on issues like regional aspirations and Centre-state disputes.

Karnataka Chief Minister Siddaramaiah said there is no merit or justification in the decision to dismantle the existing one created six decades ago. PTI

State Karate Championship concludes

SAI emerges overall champion

ITANAGAR, Dec 7: Sports Authority of India, Special Area Game Centre (SAI, SAG), Naharlagun emerged overall champion in the 19th Sub-Junior, Cadet, Junior cum 20th Senior State Level Karate Championship- 2014 which concluded at Palin yesterday. Upper Subansiri team finished runners up.

Wado Kai team from Headquarter, Itanagar was declared champion in Team Fight in men’s category while East Siang was declared runners up.

Upper Subansiri team was declared champion in women’s Team Fight and Kurung Kumey was declared runners up.

Lipin Ete of Kurung Kumey was adjudged as the best performer in individual Kata event in sub-junior girls below 13 years category while the title for this event in sub-junior boys below 13 years category went to Simon Megu of East Siang.

Goda Asha of SAI SAG centre was declared best performer in individual Kata event in junior female category while the title for this event in senior female category went to Mimi Ramching of Upper Subansiri.

Matyup Tamblung of Anjaw won the title for best individual kata performer in men’s senior category while Raja Yangfo of SAI SAG centre was declared as the best individual kata performer in junior boys category.

Attending the closing ceremony of the championship, Parliamentary Secretary (Food and Civil Supplies, Legal Metrology & Consumer Affairs) Markio Tado said conduction of such events in remote district like Kurung Kumey will definitely encourage the youths of the district towards games and sports. While appreciating Arunachal Karate Do Association (AKA) for holding the championship at Palin, Tado assured his all possible help from his side for development of games and sports. He also assured to pursue with the authority concerned for construction of an indoor stadium in the district.

APEDA Chairman, Dikto Yekar, who himself was a good karate player and won medals for the state, explained the importance games and sports and said that playing sports is a great way to stay fit both physically mentally. “Being a lover of games and sports I can’t simply avoid such occasion. I am happy to be here to encourage the budding karate players,” he said. “What I am today is because of karate,” the first time MLA from Daporijo said.

AKA general secretary L Marik highlighted the achievements of Karate in Arunachal Pradesh since last 30 years.

Racial discrimination against NE people  a reality: Survey

ITANAGAR, Dec 7: An alarming 54 per cent respondent experienced some kind of discrimination in Delhi, according to a recent survey.

The situation in Delhi regarding racial/ethnic discrimination is most worrying at least for the Northeast people.

The survey was carried out by Reach Out Foundation with the help of Policy Research during which 1000 respondents were interviewed in 30 different locations in Delhii and NCR. The main objective of the present survey was to understand the extent and scope of ethnic/racial discrimination perceived by people from India’s Northeast living in Delhi-NCR. The targeted population for the survey were people from all the eight north-eastern states of Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim and Tripura who are currently living in Delhi and the NCR (Ghaziabad, Noida and Gurgaon).

63 per cent of the respondent felt that the main reason for the discrimination against them was their ethnic origin while 64 per cent said that the reason behind discrimination is the lack of understanding and awareness while 20 per cent felt that lack of interaction is the reason.

The major cause for discrimination that emerged from the survey was prejudice and lack of awareness about the Northeast people.

74 per cent respondent felt that the situation in Delhi about discrimination is most worrying.

The study reveals that majority of respondents who felt discriminated said that they faced ethnic or racial discrimination. Males and females reported along similar lines when it came to the basis of discrimination. The highest number of 67 per cent respondents said that they were victims of ethnic/racial discrimination followed by only four per cent saying that they faced gender related discrimination while three per cent said they were discriminated on basis of their religion.

According to the report, majority of respondents said discrimination is experienced either at restaurant or sporting or public places.

These locations were followed by 24 per cent at the educational institutions and 23 per cent during buying or renting of house.

Only four per cent of the victims of discrimination reported it to the police while, 24 per cent shared their experience with a family member or a friend. 12 per cent did not say anything to anyone.

In a positive response at least 47 per cent respondents have hope that this city can be free from discrimination in the future while 30 per cent have negative feelings regarding this and they think that it cannot be free from this attitude.

 

 

AAPSU demands introduction of new courses in colleges of Arunachal

ITANAGAR, Dec 7: A team of All Arunachal Pradesh Students’ Union (AAPSU) headed by its President Kamta Lapung met Education Minister Tapang Taloh at his official Bunglaw on Friday and submitted a memorandum demanding for introduction of new subjects at under graduate level in Govt. Colleges of Arunachal Pradesh from the from next academic session  (July 2015).

The subjects are Sociology, Anthropology, Public Administration, B.A in Mass Communication, BBA and B.Com with specialization in Charter Accountancy, Cost Accountancy & Company Secretary ship.

The students of the state are forced and compelled to go to other parts of the country for pursuing higher education in those subjects even at the cost of frequent harassment and racial discriminations by the people from so called mainland.

Interestingly, these subjects are included in the lists of optional subject for APPSCCE. Moreover, these subjects are preferred by the aspirants because they are more suitable for civil service examination.

Unfortunately, most of the seats in the Post Graduate level in the Rajiv Gandhi University are taken by outsiders due to non-existence of these subjects in Government Colleges of Arunachal Pradesh, it said.

Subsequently, it will be necessary to create posts of Assistant Professor for these subjects in order to impart quality education to the students, the memorandum said, and appealed to the Education Minister to initiate process for appointing professors for the same which in turn will provide employment opportunities to those who have cleared their NET, JRF, PhD. Etc in those subjects. In another memorandum, AAPSU demanded constitution of a high level monitoring committee with representatives from AAPSU and department of education for rationalizing the fee structure of B.Ed program offered by private institutions in the state.

Claiming inflated fee structure in those institutions as compared to B.Ed colleges of other states, AAPSU said that dreams of many Arunachalee students who want to do B.Ed course remain unfulfilled due to high fee structure in the private institutions offering such course in the state.

This is also one of the major factor contributing to unemployment problem since untrained teachers are not appointed either by the state Govt. run schools or by central agencies, AAPSU reasoned.

The state Govt. should take up this serious matter by not only directing those B.Ed. colleges to rationalise their fee structure but also strictly monitoring their quality and functioning.

AAPSU strongly demanded that a rational fee structure must be framed by the Govt. as well as a high level committee with a proper proportionate representation of AAPSU be constituted for monitoring the quality and fee structure of not only B.Ed. Colleges but also various other private universities and institution in the state offering various courses.

The AAPSU also demanded the department of education to be vigilant of the private institutions and universities which are offering B.Ed. and other courses regarding their affiliation, authenticity, accreditation, approval from the regulating body of the country, proper quality, infrastructure and above all their fee structures for various courses and programmes in order to protect the innocent Arunachalee students from being exploited and cheated. AAPSU cited the example of CMJ University where career of 1000 Arunachalee students have been ruined.

Meanwhile, the Minister after having a threadbare discussion with the AAPSU leaders told that his ministry is working hard for shaping the education department in a cohesive and quality prolific manner despite mounting pressures from every quarter.

The Education Minister also said that he will look into the matter with top most priority and assured to fulfill the demands placed by AAPSU.

Putting forward his view, AAPSU Spokesperson Tanya Agu urged the Minister to immediately create and advertise the post of Assistant Professors and lecturers along with non-teaching staffs against all the established and five functioning Govt. Degree Colleges at Doimukh, Nyapin Daporijo, Geku and Women’s College at Lekhi Colleges and five Polytechnics at Namsai, Laying, Dirang, Pasighat and Roing. Not a single teaching and non-teaching staff has been sanctioned against the above mentioned Degree & Polytechnic Colleges, he added.

 

 

Bako Ligo wins ‘Voice of West Siang’ contest

ITANAGAR, Dec 7: Bako Ligo was declared winner of ‘Voice of West Siang’ contest organized by West Siang District Socio-Economic and Cultural Development Society in the grand finale held on December 6 last at Aalo. The eight-month-long singing talent hunt saw Gope Dirchi emerge as runners up.

The singing talent hunt came to a glittering end with five contestants, namely Nyuken Lombi from Tirbin circle, Bako Ligo from Liromoba, Kege Karbi from Aalo, Marpi Bam from Basar and Gope Dirchi representing Nari-Koyu fighting it out in the grand finale. The winner took away cash prizes of Rs. 2 lakh and runners up Rs 1 lakh  along with certificates after two rounds of traditional and modern songs competition judged by the jury of judges.

Attending the grand finale of the programme, RWD Minister Kumar Waii stated that Siang belt is the musical hub of the state and such long drawn musical extravaganza will continue to promote it further. Music knows no barriers and it has been a uniting factor for all genres and sections of the society through the ages. What we need is to give more exposure and experiences outside to refine their talents, he said. The minister, who sponsored the cash prizes of the winner and runners up in appreciation of efforts taken by the WSDSECDS gave away the prizes to winner, runners up and consolation prizes to all the five finalists.

Mamta Riba Naksang, Director Art and Culture who was also present on the occasion disclosed that efforts are being made to revive the dying musical instruments and School of Music is in the offing to accommodate budding singers and musicians of the state. Financial assistances are being given for celebration of major festivals of the state to promote it abroad and care is also taken to give fillip to dying art and crafts to promote our culture. She also visited community halls in and around Aalo and its vicinity on Sunday.

Gedo Eshi, Deputy Director (Tourism) stressed that selected singers should not be confined to the district only but they should be given opportunity to show their talents in bigger platform outside the state.

The Chief Patron of WSDSECDS Doi Ado Ex Minister, President Mijum Lona, Secretary Lee Sora also highlighted the main objectives and role of the society in its efforts towards vibrant social economic and cultural movement in the district.

Senior singers Omen Ering, Riram, Torik Kato, Mijum Riram and Geken Geyi presented their selected numbers to spellbind the audience.

Earlier, the portrait of Late Jarbom Gamlin, former Chief Minister of Arunachal was garlanded by the dignitaries and they observed silence as a mark of respect to the departed soul before the commencement of the competition. (DIPRO)

 

 

Theravada Buddhists celebrate Poi Lu Fra and Poi Lu Lik

ITANAGAR, Dec 7: The religious procession along with recitation of chants and beating of drum and cymbals carrying Lu Fra (Buddha statues) and Tun Petesha (decorated celestial tree) in a bamboo carrier marked the celebration of Poi Lu Fra and Poi Lu Lik of the Theravada Buddhists at Theravada Buddhist Temple Itanagar on December 6 and 7.

Addressing the devotes on the occasion, Director Mahabodhi College of Namsai Reverend Monk Paniyaloka Bhikkhu and Reverend Monk from Kherem village of Chongkham circle Dhammaketi Bhikkhu spoke about significance of celebrating the religious ceremony of Poi Lu Fra and Poi Lu Lik and its observance by the Theravada Buddhist with pious minds and hearts. Both emphasized on the need to perform Dana (charity), Sila (Morality) and Bhavana (Meditation) which are the only three ways of acquiring merit and to give more precedence to Buddhist principles of five precepts.  The specialty of the Poi Lu Fra and Poi Lu Lik ceremony is the offering of Buddha statues and Buddhist Holy Scriptures to the Monastery as a dana (offering) by a family or by the whole village or by the whole community. It is an auspicious occasion carrying tremendous value for Buddhists believer in the fulfillment of religious feelings. It is believed that offering of ‘dana’ in the form of Buddha statues acquires merit in return.

The offered Buddha statues of the devotees were kept in a temporarily constructed decorated pandal known as Ho Mantap or Chong Fra before final installation at a pre-determined place inside the monastery. Before installing Buddha statues inside monastery, the monks recited Dhamma Gatha, Triratna Bandana and Paritran Sutta which are religious song of the Buddhists.  

To mark the celebration, it is also customary to have religious procession carrying Buddha statues and decorated celestial tree which the locals termed as Yaa Fra/Petesha. During the procession, everyone has the wish and intention to lift and carry the carrier with Buddha Statues and decorated Celestial tree for a while in order to earn merit. Every individual hangs and ties money or any other materials and decorate the Tun Petesha (celestial tree) before the joyful procession is carried out in the area.

The two day programme also included hoisting of Buddhist flag, offering of foods to Bhikkhu Sangha (Monks), illumination of Theravada Buddhist Temple, Tang Anekacha (Pranpratistha Buddha Idols), Khamsin Thomtra (taking of five precepts) and community feast for devotees and guests. The entire religious event was solemnized by Advisor Planning Chow Lileswar Tungkhang and Nang Sumitra Tungkhang with their family members and was participated by Itanagar Buddhist Cultural Society, Theravada Buddhist from all over state and Assam and people from different religion background.

 

 

There is need and demand for skilled manpower’

ITANAGAR, Dec 7: The second leg of district level Job Mela cum Skill Development selection rally was conducted jointly by DIC Capital Complex and DIC Papum Pare district at Naharlagun today.

While inaugurating the rally, Parliamentary Secretary for Industries Tatung Jamoh stressed on growing need and demand for skilled man power within the state as well as outside.

Lauding the achievement under skill development programme, he informed the gathering that Arunachal Pradesh was the first state to receive the best state award for implementing the skill development initiative schemes by Govt of India.

He urged the youths to avail this opportunity for self sustenance and advised them to complete the training courses sincerely.

The rally was also attended by Papum Pare Deputy Commissioner Tayi Kaye. Earlier, Deputy Director, Skill Development and Employment Generation (HQ) K Sharma highlighted about the purpose of initiating and conducting Job Mela and skill development selection rally in the district level. More than 15 vocational training providers from different part of the country participated in the rally to provide counseling and selection of candidates for different vocational trades.

Crime against women continues to haunt nation

The crime against women is again hitting headlines at Delhi and Arunachal. In a grim reminder of how unsafe national capital is for womenfolk, a 25-year-old executive working for a global company was raped by a driver working with Uber, a US-based ride sharing service. The incident happened when she was returning from a party in Vasant Vihar in south Delhi to her home in Inderlok in north Delhi on Friday night. By late this evening Delhi police arrested the accused cabbie from his home town Mathura.

On the other hand an explicit video clip has rocked Daporjo town. The video was allegedly made by an ITBP Jawan posted in Upper Subansiri district with a local girl. Shockingly the girl is underage and was allegedly raped by the jawan.  The explicit video is believed to have been uploaded in internet by the ITBP jawan. Numerous organisations have demanded for immediate arrest of the ITBP personnel and exemplary punishment be awarded to the accused. Both the incident shows, how vulnerable woman continue to be in our society. Though rape laws have been strengthened in the wake of Nirbhaya gang rape but such incident still continues to haunt our society. Besides making strong law to deter criminals, the family member also need to play their part. It is important to educate male member about the need to respect womenfolk.  In the meanwhile, let us hope that Delhi and Daporijo victim get justice at the earliest.

What does PPA stand for ?

The lone regional party of the state has lost its credibility in the state because of lack of strong discipline in maintaining its own party ideology & principles. The PPA has earlier made Laeta Umbrey scapegoat by declaring him as Chief Ministerial candidate and filed for only 16 out of 60 seats in the General Election. Further during the Rajya Sabha election, being a regional party of the state, the elected legislators of PPA has voted in favour of the Congress candidate instead of maintaining the party sentiment, ideology & principles. Moreover, the Party President was then luring the Non-Indigenous voters of the Bordumsa Constituency to grant them ST/PRC in contradiction to its own party ideology & principles.

Furthermore a Chairman of the Party can remove its sitting President whereas there is no such provision. In nutshell we can say that the present leadership of the PPA is like a spoiled school going children without any hope. Filing in 16 seats out of 60 seats how they were hoping to form government? PPA should not claim that they are the guardian of the indigenous people of the State of Arunachal Pradesh when they have assured to grant ST/PRC to the Non-Indigenous people of the State.  PPA has already made mockery of themselves and we have laughed at them. Therefore, now they should not make themselves the laughing stock before the people.

Centre for public policy research- need of the hour for Arunachal

For any government and administration to make an effective public policy or decision requires a well- founded and reliable research data’s and statistics pertaining to the relevant field. The availability of reliable facts and figures as a result of sustained research work will give very valuable insight to the policy makers and give clarity of policy objectives and goals in each case. Public policy making is increasingly becoming challenging nowadays. As in the federal nature of State where both the Centre and State have been given constitutional powers to enact laws in their respective sphere and in the common concurrent list, it becomes imperative for the State also to be actively involved in law making to address its local needs and priorities. It has been found that many state made laws and policies have been more successful in obtaining its objective because it is based on ground realities. But, for making effective legal policies, we need solid research base of relevant social, legal, economic, environmental, cultural etc. studies and reports undertaken by a competent institution. Thus, the need of the hour is to establish a research Centre for public policies which will primarily involve in research studies and reports on all above stated fields and more for ready reference of policy makers and act in collaboration with other such institutions mostly created as a part of the Central and State Universities. Most of the States are already having such bodies for long. Such centre can also act as a think tank and provide necessary input to all concerned with reliable reports and studies and work in close coordination with all other governmental departments. If we create such institute with adequate infrastructure and competent personnel within our own State, it will be lot easier for the State to effectively position itself within the country or internationally for any matter. State will be better armed and informed with the research work done by the research Centre in terms of local scientific facts and information’s. Real and meaningful socio-economic development in the State rests on a sound public policy and research analysis. If at all, any such body is already in place; its mandate needs to be widened to make it more comprehensive so as to cover all the aspects highlighted above. For instance, the Forest department has prepared the draft Arunachal Forest Act 2014 which gives no legal rights to the village communities, Panchayats and local customary institutions any role and say in the decision making process affecting the forest land and its resources. It totally lacks community’s perspective of forest management and ownership issues (although it is still in the drafting stage). However, the main question is how does one strongly argue against such endeavor by any one in future without having a solid research backing on community ownership and management practices recognized by the customary laws for ages properly validated by research documentation.

In these respects, the role of public policy research Centre becomes indispensable. The author sincerely hopes that the State government would seriously consider this prospect in all earnestness.

Get your eyes corrected

Dear Editor,

Eyes play an important role in our day to day lives and are perhaps the most precious gift. This world is visible to us because we are blessed with clear and bright eyesight that makes this world a better place to live in. It is very important for our daily activities like reading, watching T.V, driving, playing etc.

Cataracts account for half of blindness worldwide but they are estimated to be responsible for nearly 80% of blindness in India. The indirect effects of cataracts on a poor family in rural India may be significantly more serious. The loss of sight of an adult can rupture the household economy, wherein a breadwinner becomes another dependent mouth to feed or a grandmother is no longer able to provide primary care for the children and becomes a burden.

I, nearing 80 years was a victim of cataract, which blurred my vision. I immediately consulted Dr. Kaling Darang, eye specialist, General Hospital Naharlagun who was very confident, sincere, emphatic, caring, compassionate, and kind. Accordingly, I had to undergo cataract surgery. I recovered in a few days with clear vision. Now I can watch T.V, read news papers, recognize people etc. which has made my life trouble-free, comfortable and happy.

Before I met Dr. Kaling Darang, I have heard praises about him from other people that he is a very good doctor, so I decided to consult him about my eyes as my vision grew dim and could not identify the letters I, N, and R while reading newspaper. My intention for consulting him was to increase the power of my eye glasses but after testing my eyesight he told me that the power cannot be increased anymore and advised me to undergo the cataract operation, I was scared about the operation so I expressed my intention to compromise my eye deficiency with age. It may be the almighty god’s blessing that Dr. Darang persuaded me to operate my eyes. Relying on his confidence, I agreed for the operation. My right eye was operated on 5th November and left on 24th November, now my vision is very clear; I can even read the information Boucher and literature inside the packet of any product or commodity.

I appeal to all the senior citizens with cataract and other eye problems to come forward and consult doctors to get the eye corrected. The operation does not cost much and it is affordable. The introduction of laser cataract surgery has made it more accurate and successful. It is the responsibility of the family members to take utmost care of their senior member and take them to hospital. Those who are extremely poor can avail the free cataract camps and Chief Minister’s universal health insurance.

I would also like to share that I got utmost satisfaction with the treatment of Dr. Kaling Darang and his team during my month long treatment as their behavior was very cordial, encouraging, caring and positive. I am a proud old man today as the entire team of technicians and supporting staffs who gave back my vision belonged to my state Arunachal Pradesh.   

I once again request and encourage all the effected senior citizens to come forward and get cataract operation, to live and enjoy this beautiful world.
