ITANAGAR, Dec 7: Tagin Cultural Society has expressed shock at reported making and circulation of an explicit video clip involving an ITBP personnel and a local girl from Upper Subansiri.
The Society stated that the minor girl was coerced into having a sexual relationship by the ITBP personnel. The victim is a minor so she could not have possibly given her consent for the act, the Society said.
The ITBP constable Ashok Kumar Shippy was till recently posted at Tamachukchu, Limeking.
It also expressed its annoyance at the Upper Subansiri Superintendent of Police for not taking up the case sou moto. It urged the Daporijo Police to arrest the culprit at the earliest.

97 turn up for Cataract surgeries
CHANGLANG, Dec 7: A total of 97 eye patients were operated upon for cataracts out of the 119 cases detected in the four days eye camp, organized by the Central Mobile unit of National Programme for Control of Blindness (NPCB), Naharlagun in collaboration with District Blindness Control Society Changlang, at Bordumsa CHC of Changlang district today.
A team of surgeons comprising Dr. Taba Khanna, SPO (NPCB), Dr Lobsang Tsetim, Consultant Eye Surgeon, RK Mission Hospital and Dr. Chowdim Tayang, Eye Sugeon, District Hospital Roing conducted the eye camp. The team also carried out 11 Pterygium surgeries and three cases of lid surgeries.
In total 855 patients were screened and refractive errors and Presbyopic correction were done among 389 patients.
The team was assisted by ophthalmic assistants and technicians from Changlang District Hospital, CHCs Miao and Bordumsa, CMU Naharlagun.
Earlier, the eye camp was inaugurated by Bordumsa ZPM T Singpho and ADC T Miji.
The patients belonging to poor section of the society have benefited most from the camp as they cannot afford to go for such eye treatments in costly nursing homes and hospitals. DIPRO

ROING, Dec 7: The second phase of the Art of Living (AoL) programme conducted by the district police department as part of community policing, concluded at the Multipurpose hall here today.

Racial discrimination against NE people a reality: Survey
ITANAGAR, Dec 7: An alarming 54 per cent respondent experienced some kind of discrimination in Delhi, according to a recent survey.
The situation in Delhi regarding racial/ethnic discrimination is most worrying at least for the Northeast people.
The survey was carried out by Reach Out Foundation with the help of Policy Research
during which 1000 respondents were interviewed in 30 different locations in Delhii
and NCR. The main objective of the present survey was to understand the extent and
scope of ethnic/racial discrimination perceived by people from India’s Northeast
living in Delhi-
63 per cent of the respondent felt that the main reason for the discrimination against them was their ethnic origin while 64 per cent said that the reason behind discrimination is the lack of understanding and awareness while 20 per cent felt that lack of interaction is the reason.
The major cause for discrimination that emerged from the survey was prejudice and lack of awareness about the Northeast people.
74 per cent respondent felt that the situation in Delhi about discrimination is most worrying.
The study reveals that majority of respondents who felt discriminated said that they faced ethnic or racial discrimination. Males and females reported along similar lines when it came to the basis of discrimination. The highest number of 67 per cent respondents said that they were victims of ethnic/racial discrimination followed by only four per cent saying that they faced gender related discrimination while three per cent said they were discriminated on basis of their religion.
According to the report, majority of respondents said discrimination is experienced either at restaurant or sporting or public places.
These locations were followed by 24 per cent at the educational institutions and 23 per cent during buying or renting of house.
Only four per cent of the victims of discrimination reported it to the police while, 24 per cent shared their experience with a family member or a friend. 12 per cent did not say anything to anyone.
In a positive response at least 47 per cent respondents have hope that this city can be free from discrimination in the future while 30 per cent have negative feelings regarding this and they think that it cannot be free from this attitude.
AAPSU demands introduction of new courses in colleges of Arunachal
ITANAGAR, Dec 7: A team of All Arunachal Pradesh Students’ Union (AAPSU) headed by its President Kamta Lapung met Education Minister Tapang Taloh at his official Bunglaw on Friday and submitted a memorandum demanding for introduction of new subjects at under graduate level in Govt. Colleges of Arunachal Pradesh from the from next academic session (July 2015).
The subjects are Sociology, Anthropology, Public Administration, B.A in Mass Communication, BBA and B.Com with specialization in Charter Accountancy, Cost Accountancy & Company Secretary ship.
The students of the state are forced and compelled to go to other parts of the country for pursuing higher education in those subjects even at the cost of frequent harassment and racial discriminations by the people from so called mainland.
Interestingly, these subjects are included in the lists of optional subject for APPSCCE. Moreover, these subjects are preferred by the aspirants because they are more suitable for civil service examination.

Subsequently, it will be necessary to create posts of Assistant Professor for these subjects in order to impart quality education to the students, the memorandum said, and appealed to the Education Minister to initiate process for appointing professors for the same which in turn will provide employment opportunities to those who have cleared their NET, JRF, PhD. Etc in those subjects. In another memorandum, AAPSU demanded constitution of a high level monitoring committee with representatives from AAPSU and department of education for rationalizing the fee structure of B.Ed program offered by private institutions in the state.
Claiming inflated fee structure in those institutions as compared to B.Ed colleges of other states, AAPSU said that dreams of many Arunachalee students who want to do B.Ed course remain unfulfilled due to high fee structure in the private institutions offering such course in the state.
This is also one of the major factor contributing to unemployment problem since untrained teachers are not appointed either by the state Govt. run schools or by central agencies, AAPSU reasoned.
The state Govt. should take up this serious matter by not only directing those B.Ed. colleges to rationalise their fee structure but also strictly monitoring their quality and functioning.
AAPSU strongly demanded that a rational fee structure must be framed by the Govt. as well as a high level committee with a proper proportionate representation of AAPSU be constituted for monitoring the quality and fee structure of not only B.Ed. Colleges but also various other private universities and institution in the state offering various courses.
The AAPSU also demanded the department of education to be vigilant of the private institutions and universities which are offering B.Ed. and other courses regarding their affiliation, authenticity, accreditation, approval from the regulating body of the country, proper quality, infrastructure and above all their fee structures for various courses and programmes in order to protect the innocent Arunachalee students from being exploited and cheated. AAPSU cited the example of CMJ University where career of 1000 Arunachalee students have been ruined.
Meanwhile, the Minister after having a threadbare discussion with the AAPSU leaders told that his ministry is working hard for shaping the education department in a cohesive and quality prolific manner despite mounting pressures from every quarter.
The Education Minister also said that he will look into the matter with top most priority and assured to fulfill the demands placed by AAPSU.

Theravada Buddhists celebrate Poi Lu Fra and Poi Lu Lik

ITANAGAR, Dec 7: The religious procession along with recitation of chants and beating of drum and cymbals carrying Lu Fra (Buddha statues) and Tun Petesha (decorated celestial tree) in a bamboo carrier marked the celebration of Poi Lu Fra and Poi Lu Lik of the Theravada Buddhists at Theravada Buddhist Temple Itanagar on December 6 and 7.
Addressing the devotes on the occasion, Director Mahabodhi College of Namsai Reverend Monk Paniyaloka Bhikkhu and Reverend Monk from Kherem village of Chongkham circle Dhammaketi Bhikkhu spoke about significance of celebrating the religious ceremony of Poi Lu Fra and Poi Lu Lik and its observance by the Theravada Buddhist with pious minds and hearts. Both emphasized on the need to perform Dana (charity), Sila (Morality) and Bhavana (Meditation) which are the only three ways of acquiring merit and to give more precedence to Buddhist principles of five precepts. The specialty of the Poi Lu Fra and Poi Lu Lik ceremony is the offering of Buddha statues and Buddhist Holy Scriptures to the Monastery as a dana (offering) by a family or by the whole village or by the whole community. It is an auspicious occasion carrying tremendous value for Buddhists believer in the fulfillment of religious feelings. It is believed that offering of ‘dana’ in the form of Buddha statues acquires merit in return.

Every individual hangs and ties money or any other materials and decorate the Tun Petesha (celestial tree) before the joyful procession is carried out in the area.
The two day programme also included hoisting of Buddhist flag, offering of foods to Bhikkhu Sangha (Monks), illumination of Theravada Buddhist Temple, Tang Anekacha (Pranpratistha Buddha Idols), Khamsin Thomtra (taking of five precepts) and community feast for devotees and guests. The entire religious event was solemnized by Advisor Planning Chow Lileswar Tungkhang and Nang Sumitra Tungkhang with their family members and was participated by Itanagar Buddhist Cultural Society, Theravada Buddhist from all over state and Assam and people from different religion background.
‘There is need and demand for skilled manpower’

While inaugurating the rally, Parliamentary Secretary for Industries Tatung Jamoh stressed on growing need and demand for skilled man power within the state as well as outside.
Lauding the achievement under skill development programme, he informed the gathering that Arunachal Pradesh was the first state to receive the best state award for implementing the skill development initiative schemes by Govt of India.
He urged the youths to avail this opportunity for self sustenance and advised them to complete the training courses sincerely.

Earlier, Deputy Director, Skill Development and Employment Generation (HQ) K Sharma highlighted about the purpose of initiating and conducting Job Mela and skill development selection rally in the district level. Crime against women continues to haunt nation
The crime against women is again hitting headlines at Delhi and Arunachal. In a grim
reminder of how unsafe national capital is for womenfolk, a 25-
On the other hand an explicit video clip has rocked Daporjo town. The video was allegedly made by an ITBP Jawan posted in Upper Subansiri district with a local girl. Shockingly the girl is underage and was allegedly raped by the jawan. The explicit video is believed to have been uploaded in internet by the ITBP jawan. Numerous organisations have demanded for immediate arrest of the ITBP personnel and exemplary punishment be awarded to the accused. Both the incident shows, how vulnerable woman continue to be in our society. Though rape laws have been strengthened in the wake of Nirbhaya gang rape but such incident still continues to haunt our society. Besides making strong law to deter criminals, the family member also need to play their part. It is important to educate male member about the need to respect womenfolk. In the meanwhile, let us hope that Delhi and Daporijo victim get justice at the earliest.

of lack of strong discipline in maintaining its own party ideology & principles.
The PPA has earlier made Laeta Umbrey scapegoat by declaring him as Chief Ministerial
candidate and filed for only 16 out of 60 seats in the General Election. Further
during the Rajya Sabha election, being a regional party of the state, the elected
legislators of PPA has voted in favour of the Congress candidate instead of maintaining
the party sentiment, ideology & principles. Moreover, the Party President was then

Dear Editor,
Eyes play an important role in our day to day lives and are perhaps the most precious gift. This world is visible to us because we are blessed with clear and bright eyesight that makes this world a better place to live in. It is very important for our daily activities like reading, watching T.V, driving, playing etc.
Cataracts account for half of blindness worldwide but they are estimated to be responsible for nearly 80% of blindness in India. The indirect effects of cataracts on a poor family in rural India may be significantly more serious. The loss of sight of an adult can rupture the household economy, wherein a breadwinner becomes another dependent mouth to feed or a grandmother is no longer able to provide primary care for the children and becomes a burden.
I, nearing 80 years was a victim of cataract, which blurred my vision. I immediately
consulted Dr. Kaling Darang, eye specialist, General Hospital Naharlagun who was
very confident, sincere, emphatic, caring, compassionate, and kind. Accordingly,
I had to undergo cataract surgery. I recovered in a few days with clear vision. Now
I can watch T.V, read news papers, recognize people etc. which has made my life trouble-
Before I met Dr. Kaling Darang, I have heard praises about him from other people that he is a very good doctor, so I decided to consult him about my eyes as my vision grew dim and could not identify the letters I, N, and R while reading newspaper. My intention for consulting him was to increase the power of my eye glasses but after testing my eyesight he told me that the power cannot be increased anymore and advised me to undergo the cataract operation, I was scared about the operation so I expressed my intention to compromise my eye deficiency with age. It may be the almighty god’s blessing that Dr. Darang persuaded me to operate my eyes. Relying on his confidence, I agreed for the operation. My right eye was operated on 5th November and left on 24th November, now my vision is very clear; I can even read the information Boucher and literature inside the packet of any product or commodity.
I appeal to all the senior citizens with cataract and other eye problems to come forward and consult doctors to get the eye corrected. The operation does not cost much and it is affordable. The introduction of laser cataract surgery has made it more accurate and successful. It is the responsibility of the family members to take utmost care of their senior member and take them to hospital. Those who are extremely poor can avail the free cataract camps and Chief Minister’s universal health insurance.
I would also like to share that I got utmost satisfaction with the treatment of Dr. Kaling Darang and his team during my month long treatment as their behavior was very cordial, encouraging, caring and positive. I am a proud old man today as the entire team of technicians and supporting staffs who gave back my vision belonged to my state Arunachal Pradesh.
I once again request and encourage all the effected senior citizens to come forward and get cataract operation, to live and enjoy this beautiful world.
